Declare Your Assets Campaign

Dear Sir,

In the recent past, issues relating to probity, transparency and accountability of public servants have been a subject matter of public debate. The debate has led to the voluntary placement of details of assets of all Hon’ble Judges of the Supreme Court, and some Judges of different High Courts on web sites in the public domain. Details of assets possessed by all candidates contesting elections to Parliament and State Legislative Assemblies are also being placed in the public domain by the Election Commission of India. Public demand for placement of such details of bureaucrats, Judges of High Courts, District Courts and subordinate judiciary are also being made.

2. It is understood that under the Right to Information Act, pronouncements have been made by the Chief Information Commissioner directing Government to make available the details of assets declared at the beginning of every year by senior officers, especially All India Service Officers, public. As an officer of the Indian Police Service, I sincerely believe that there is urgent need to introduce greater transparency and accountability in administration. It is my belief that the public should know about the movable and immovable assets possessed by officers and changes therein on an annual basis so that they can draw their own conclusions about the probity or otherwise of All India Service officers.

3. As an IPS officer I also feel that the existing format for declaration of Property Returns (which pertains only to immovable property) is inadequate to ensure full transparency and accountability of bureaucrats. Hence, I am enclosing the details of my assets (movable & immovable) along with this letter and also taking steps to place the same in the public domain. I hope more officers belonging to the All India Services will come forward to place details of their assets in the public domain and this step will help in improving the tarnished image and credibility of All India Service officers.
