Dissolution of Switzerland Republic

From Gulf News of May 2, I gather that the notorious Col. Muammar Gaddafi of Libya has called for the dissolution of the republic of Switzerland. His reason for doing so is simple, and, if one gives honest thought to the all important issue of trillions of dollars stashed abroad in safe heavens of the world, it would be difficult to disagree with him. His contention, with which all of us should agree, is that this country houses, in its banks, immense wealth looted from other countries, and vast sums in the nature of proceeds of fraud and forgery committed by people around the world, and, what is more, the Swiss banking system promotes and encourages assisted suicides of those who hold hidden accounts in their banks. Quoting figures, Gaddafi has gone on to say that as many as 7000 people have been made to commit suicide in this fashion. The untold wealth held in the accounts of all such people stands confiscated and Switzerland becomes its owner! A great idea indeed! While Switzerland has acquired notoriety for such deals, there are several other countries, mostly in the west, who too have done marvels in this field. Many of them have consciously devised policies which are aimed at attracting wealth looted in other countries for investment in their own. The U.K, for instance, promises to grant resident visas to all persons, of whatever nationality, possessing wealth, irrespective of its origin, with the further promise of granting citizenship to them in due course. To bring shame to all such countries, we should suggest insertion of an appropriate clause in the UNCOC. The proposed clause could be to the effect that all States, who sign/ratify the convention, shall be bound to approach the State parties whose nationals seek to open accounts in the banks/financial institutions substantially governed by their domestic laws in an attempt to satisfy themselves that the funds sought to be deposited in such accounts are not, according to the domestic laws of the country of the depositor’s nationality, the proceeds of crime, fraud, or, forgery, wholly, or, in part.
